Components that took damage are replaced, which sometimes crosses into board level repair.

Honest expectations: water damage is the one fault where nobody can promise the outcome. Phones brought in quickly have good odds. Even when the phone itself cannot be saved, the photos usually can. Diagnosis is free either way.

Why a phone can fail weeks later

This catches people out. The phone goes in the sea, dries out, works fine, and everybody relaxes. Then a month later the charging stops, or the screen flickers, or it simply does not wake up one morning. What happened is that the salt left inside kept corroding the tracks on the board the whole time. A clean after the fact still helps, but far less than a clean in the first days.
